New Employee Enrollment

As a new employee, your benefit elections become effective on the 1st day of the month following your date of hire. For example, if you’re hire date is January 9th, benefits begin on February 1st.

As a new employee, you have 30 days from your date of hire, to complete and submit your new hire enrollment elections, which includes uploading all applicable documentation. If you are enrolling a spouse and/or any eligible dependents, you will need to upload verification of their eligibility with your enrollment elections.

For a spouse – A certified marriage certificate (no keepsake certificates) or the most recent year’s tax documentation showing that you are married and filed jointly.
For eligible dependent(s) – Certified birth certificate for each eligible dependent (multiple birth certificates will need to be uploaded as one document/image).


• A Certificate of Coverage from the health plan carrier that shows group coverage (a copy of your insurance ID card is insufficient).
• A letter on letterhead or an email from an employer’s HR department verifying active coverage, along with the type of coverage for the enrolled members.
• TriCare Letter from the Defense Enrollment Eligibility Reporting System (DEERS) or a TriCare identification card.
• Current Medicare identification card (including Part A and Part B).
• Social Security Award letter within the past twelve months, and which shows active Medicare coverage (including Part A and Part B)
• A current benefits enrollment statement.

Please note that Indian Health Services, Medicaid, VA coverage, or coverage provided by the Marketplace does not constitute other creditable group coverage.


• If you are currently covered under a spouse’s or parent’s health coverage who is also a State employee, you will either need to opt-out of coverage, or, if you plan on enrolling in your own health plan, having the spouse or parent remove you from their health coverage through the Qualifying Life Event titled “Dependent or Employee Gains Eligibility Under Another Plan.”
• If you fail to upload all applicable documentation within your 30-day enrollment window, your spouse and/or dependent(s) will not be eligible for coverage, unless you experience a Qualifying Life Event or until the next Open Enrollment period.
• Once your new hire elections are finalized, you cannot make any changes to your benefits unless you experience a Qualifying Life Event or until the next Open Enrollment period.
• If you do not enroll or make any elections during your New Hire enrollment period, you will be default enrolled into the Washington High Deductible Plan (employee only coverage) with $0 premium. This coverage will remain in effect until you experience a Qualifying Life Event or change your coverage during the next Open Enrollment period.
• If your enrollment elections are finalized after your eligibility date, we may need to deduct additional premiums from a future paycheck, for any back premiums owed. For example, if you’re eligible for benefits on March 1, but your elections are not finalized until March 16, you will owe premiums for elected benefits for the entire month of March.
